Heat oven to
350F (175C). Line a 13 x 9 x 2-inch baking pan with aluminum foil.
Combine potato chips, salt and chili powder in a flat dish. Dip chicken
pieces in evaporated milk then roll them in potato chip mixture to coat
all sides. Put in prepared baking pan, skin side up. Bake about 90
minutes or until chicken is very tender. Serve with
